The Thirteen Districts of Panem
This is a tribute - if you'll pardon that expression - to the Hunger Games series.
There is not a lot of information in the Hunger Games series of books by Suzanne Collins about the Districts of Panem, so I have had to invent a few things. Like the names of the Mayors.
The stats below are only brief. Check out the Civilopedia for details.
District 1 - Luxury - Glamour Flame
UA: Plantations provide +1 Gold.
UU: The Guardian replaces the Musketman.
UB: The Happy Place replaces the Garden.
District 2 - Masonry - Cassius Droog
UA: Strategic Resources provide +1 Production. Quarries provide +1 Culture. Start with Masonry Technology.
UU: The Militia replaces the Musketman.
UB: The Training Ground replaces the Barracks.
District 3 - Technology - Max Jhenson
UA: +2 Science for all Science Specialists and for all Great Scientist tile improvements. Free Library in each city.
UU: The Stormtrooper replaces the Infantry.
UB: The Tech College replaces the University.
District 4 - Fishing - Jenna Fid
UA: Starts with Sailing Technology and gets a free Harbour in each coastal city. Fishing boats and unimproved atolls provide +1 Culture.
UU: The Bladesman replaces the Spearman.
UB: The Fish Processing Plant replaces the Workshop.
District 5 - Energy - Rade Morris
UA: Solar and Hydro Plants cost less and are cheaper to maintain. Solar Plants not restricted to desert terrain.
UU: The Enforcer replaces the Rifleman.
UB1: The Solar Plant replaces the Solar Plant.
UB2: The Hydro Plant replaces the Hydro Plant.
District 6 - Transportation - Connie Sleek
UA: Caravans gain 50% extended range. Oil Resources provide double quantity.
UU: The Cavalry Brigade replaces the Cavalry.
UB: The Campus replaces the Watermill.
District 7 - Lumber - Elder Badger
UA: Lumbermills provide + 1 Production. Units move through Forest and Jungle in friendly territory as if it is Road. These tiles can be used to establish Trade Routes upon researching The Wheel.
UU: The Axeman replaces the Longswordsman.
UB: The Showground replaces the Circus.
District 8 - Textiles - Mary Angel
UA: Plantations provide +1 Production.
UU: The Slinger replaces the Archer.
UB: The Social Club replaces the Library.
District 9 - Grain - Sarah Brown
UA: Pastures provide + 1 Food.
UU: The Civil Guard replaces the Musketman.
UB: The Grain Shed replaces the Granary.
District 10 - Livestock - Jasper Kine
UA: Pastures provide + 1 Gold. Start with Animal Husbandry.
UU: The Marauder replaces the Horseman.
UB: The Corral replaces the Stable.
District 11 - Agriculture - Bale Tass
UA: Plantations provide + 1 Food.
UU: The Defender replaces the Musketman.
UB: The Pump House replaces the Watermill.
District 12 - Mining - Canary Undersee
UA: Coal resources provide double quantity. Start with Mining Technology.
UU: The Hunter replaces the Crossbowman.
UB: The Hob replaces the Market.
District 13 - Graphite and Nuclear - Alma Coin
UA: Uranium resources provide double quantity.
UU: Elite Infantry replace Mechanized Infantry.
UB: The Security Building replaces the Constabulary.
Globally, the Justice Building replaces the Monument.
