This XML file defines two new traits; militant and oppressive.
As you may have guessed, Militant is an improvement on Aggressive; the leader who is Militant gets a free Combat 2 promotion, as well as all the bonuses of Aggressive, but their Great People rate is lowered 50%
Oppressive is a trait that eliminates Anarchy and grants the promotion March (Think of those parades of USSR troops you watched in history class), but reduces the Great People rate by 75%.
INSTALL INSTRUCTIONS
This file, obviously, goes in Assets\XML\Civilizations, and to make a leader have either of these traits you go to the <Traits> of the leader you want to edit in Assets\XML\Civilizations\CIV4LeaderHeadInfos.xml. The trait's names are TRAIT_MILITANT and TRAIT_OPPRESSIVE. The file is expected to be included into your own mod... because all it does on its own is add two traits that no leader is defined as using.
RECOMMENDATION:
This component would go great with the soviet union mod... that's where I got the idea. Stalin fits both of them perfectly.
