Mod files rescued from DSquared's Zandanian League backups and repacked in 7zip by Blake. Successfully tested in Civ2 MGE. Also there was no Title.gif so Blake added one for fun.

Original Description/Intro:
^^OCTOBER 6, 1999.
That was the date of the last recorded rainfall until
the year 2009. Almost ten straight years of drought quickly
transformed the mighty North American continent, "the world's
breadbasket", into a vast, sandy wasteland. A great famine
followed which took the lives of billions around the globe,
while world governments dissolved into anarchy and chaos.
Terror ruled supreme.
^^OCTOBER 5, 2009.
Almost 10 years to the day, rain fell upon Pikes Peak in the
Colorado Rockies; signaling the end to the ‘days of waste'.
^^The Year 2011.
It has been over a year since the first rainfall, and although
the continent is still largely a wasteland, fertile regions are
forming around the rising lakes and oceans. In these zones of life,
city-states, and small republics are forming to control what precious
arable land that is available.
