That's a good point, forgot about that.
I'm personally against adding more civs. Personal preference. I like the polished nature of the official civs. Their voices, animations, ect.
I feel like forest/jungle starts need a buff anyways.
Maybe Animal Husbandry should unlock forest removal.
Perhaps local happiness could affect city strength.
