Civilizations that were added in civ5 expansions and dlc tended to be more powerful. So when we do get persia they will probably be badass.

They could have made more patches for civ 5 however they did not. They are not likely to fix many balance issues.

For flavor I prefer civ 6 governments to civ 5 policies.
civ V policies broke immersion. When you civilization is a monarchy, republic, theocracy, and democracy it feels a little weird.
Autocracy does not equal balanced. If you don't build any wonders then autocracy is not that great.
1. Just because Rome was bland in civ V doesn't mean that it will be bland in civ VI.
