Add an exempt to the steam folder. Turning it off won't do any good. Windows defender is updates separately than windows updates.

Are you still at war with the civ that you just took the capital. You don't assume control of the city until the civ asks for peace and concedes...
Did you try changing download region?
Also add any other steam folder if you use multiple folders for games like on another partition for exampel.
The solution i seen is make steam/civ 6 as exempted in windows defender/microsoft security essentials.
There is a issue with windows defender/security essentials please add steam as an exemption to it.
Its the warmongering penalties. At the later stages its high. Its needs to be lower for the AI.
