Plenty of Civs have Commercial Districts in my game.
I ran into the issue of Units not carrying their Encampment bonuses (+Land strength from Tourny Grounds etc) when promoted? Can anyone confirm?

I just double checked him. He hasn't progressed past Code of Laws. His Tech tree is working fine, but no Civics.

AI civ. Your mod works fine with it except for that issue that I encountered.
I've been running this with Immersive Eras (https://forums.civfanatics.com/threads/immersive-eras.606141/) I don't what is causing the problem but...
When you load them and check the science tree for Future Tech, you can see the error message. I also couldn't load my save about 200 turns in.
