The manual is good, it just has many mistakes, like tanks are listed as 16 attack, and they put infiltration as +100%.
You need to settle the GP for that to count. With the exception of flipping which counts as one since you destroyed the GP but flipped a city.

Leo's is a one time upgrade, but if you use it after you get combustion, you will be happy, and German Elite Units get free upgrades.
