3 units per tile, take it or leave it.

I absolutely agree with resource limits on the number of units built because I think that was one of the best innovations of later civ games....
The amount of memory your system has doesn't matter. Civ 3 is a 32 Bit program and thus limited in the amount of RAM it can use.
