What is the real reason why do you want so big population after game's former end? You don't obtain any score anymore and without Future Tech and...
To do so you need settlers. Settlers eat food. Lesser food means lesser population.
Sometimes when you conquer a city of size 1 it survives despite it shouldn't. Why is this happening?

Somebody wrote that after you have a certain number of cities every citizen after first will be unhappy. But I have never actually experienced...

But have you won Emperor+2? Actually I think that difference between Chieftain and Emperor+1 is nothing compared to difference between Emperor+1...
There is a problem: I am the only who develops good techs since I conquer enemies very quickly so they can't even have chariots in most cases.
