civ4 is unquestionably easier to mod than civ 5, I seriously doubt 6 will be any better... from the looks of things its far worse.

my confederate civ mod does not include any art (yet), but it is about as simple as it gets, easy to understand tags and not much there really.

just as a reference if anyone else is doing this for scenario creation you can do this;
