I am playing as Greece and from very begining i can build City-State Military Center in my capital city. I think that is a bug.

Grain plantation is still invisible.
Cant start new game.
Get popups with message like "Unable load textures".
I can`t see specialists impovements on map. After use specialist to build improvement, map tile looks like unimproved terrain.

I tried to play AND 1.72B + RoM 2.91 on a large terra map, but atfer some time had CTD every 2-3 turns. So pity..
Also, when i destroyed an enemy city with many improvements around that terrirory becomes no one`s, as was expected. But when i builded fort...
What happened with improvement-controlled plots after its civilisation destroyed?
In my test game they becomes impassable and stay belong to that civ.

Mod dont start by shortcut. It is able to start by modify "Mod" line in Civ.ini, but World map still unavaible :(
