Does any one know what the exact border growth function implementation is? I can't find it in the game files but some simple tests have revealed some oddities related to GAME_SPEED / the PlotCultureCostModifier.

Why did the border expand for this city in the north? The player hasn't reached 15/15 culture yet, but has this extra tile suddenly nevertheless. The player (teaching us noobs how to play) didn't mention this nifty little part.

Culture has become more and more important in Civilization and Civilization VI now has its own Civics-Tree.
So i think it makes sense to introduce new points, which are only for the border expansion:

Cultural and military buildings would provide these point.
