I have an English Redcoat in my borders when I do not have an open borders agreement with Vicki. My city bombardment came available even though we are not at war. I left the unit to see what would happen. It killed a religious unit of mine in my borders. This turn -as it is a tile closer to it- the encampment bombard is also available. This is...problematic!
