[1.0.0.129] various bugs I didn't find a thread for

-when I exchange an artifact, the newly obtained artifact goes in another Museum, then I can't move it because "you can't move artifacts from a not full useum"

-I can re-base my aircrafts as far as i want

-units healing 3 times in a raw in the same turn; usually happens in eney territory

-can't attack a setter, because I apparently stil didn't meet the player. the settler is just founding a city the very next turn
