[1.0.0.194] Kongo Lavra

This is a well known bug but I'm just bumping it cos it's still there...a year after game release. Kongo is the most nerfed civ in the game so really Firaxis ought to fix it.

If the Kongo capture Russian cities their unique holy site remains.
