Units can't fortify due the additional movement point from great general.
1st screenshot - I have knight with full movement points. Unit can be correctly fortified after clicking fortify button.
2nd screenshot - when I move great general next to the knight, it has 4/5 movement point. After clicking fortify, unit remains unfortified.
I believe this worked correctly before last fixes related to the great general stacking.
