When a dust storm passes, your carefully constructed great wall can be destroyed. If borders have already expanded, there is no way to rebuild them.

I think they should always be reparable, a great wall cannot be completely destroyed by a dust storm.

Should be fixed per patch notes:

• China: Great Wall can only be pillaged (never removed) by natural disasters. +2 Gold for improvement itself. Add +1 Gold and +1 Culture to that received for each adjacent Great Wall.
