[1.0.0.290] Naval Superiority AI valuation not fixed

    Your patch notes for GS stated in the AI section:
    Increase weighting for Naval Superiority AI trees to focus on building sea units.

    Below I enclose some extracts from logs. The valuation pre-GS was always 100 and in GS it is still 100. The contracts are issued but units are not built. The operation is effectively never executed (except rare cases where ships are available from other sources).

    I'll chime in with my experience with naval AI from today. Sweden declared war on Aztec, and sent several ships to attack one of their unwalled coastal cities. Within 3 turns, they took the city. I was quite impressed, but of course the clarity of purpose couldn't last. After taking the city, all the ships moved back out to sea, and then just sat there doing absolutely nothing for a dozen turns. In that time, a sole Aztec Caravel managed to sink their entire fleet including an Ironclad and a Frigate, going back and forth to heal between attacks. It's as if Sweden's military AI got stuck in a logic loop after taking that one city. It might have to do with the bug you're reporting.

    What I'm implying is that the AI first used a city attack operation, and then after the city was taken and the operation was concluded, it tried to go to naval superiority to take out the Aztec navy, but at that point got stuck in the endless loop you talk about.

    Well, could be. It is hard to say without checking behavior trees log...
