I thought I'd seen them all, but then Auckland decided to hoist a dwelling up a flagpole!

The AI_CityBuild.csv file had several entries for Auckland that read:
260, 27, LOC_CITY_NAME_AUCKLAND, , , NO BUILDS AT ALL (maybe city was nuked?), Generic Offense
Uninstalled the game, in disgust.
