[GS] [1.0.0.317] Fighters cannot deploy from Airstrips [FIXED for next update]

Title says it all. Fighters cannot deploy from Airstrips; they can normally from aerodromes and carriers.
Related, aircraft cannot rebase to a city that owns the tile where an airstrip is located.

I started a game yesterday, was curious, put an airstrip and a fighter with a firetuner. Run turn, rebase, run turn, deploy button is gray. Easy to replicate.
