1.0.0.38 Dropping Nuke on certain tiles asks if I mean to declare war on civ I'm at war with already

In the attached save if you go to drop a nuke on some Greek districts or units, depending on where you select it will ask if you really mean to declare war on Greece even though you're already at war with them. My suspicion is that it's having units in neutral territory in the blast radius that triggers the bug.

Also, I play with animations turned off for speed reasons. The animation of the plane flying to deliver the nuke plays anyway, although no mushroom cloud appears (not sure if there is an animation for that or not). While probably a bug, I kind of enjoyed how playing the animation reinforced the gravity of the decision I had just made.

I have had this happen in my current game. I was already at war with an AI and when I went to drop a nuke it told me I would be 'declaring' war. I did anyway and the beautiful nuke animation makes me feel warm n fuzzy inside. I love the 'tactical' use of nukes by dropping them in areas that become choke points since the AI nor you can move through them. They really do rule the battlefield.
 
Yeah, I had a laugh when it popped up saying I would be declaring war on myself if I launched against my own city. Wanted to see if that would give the pillaged district achievement. (it does not)
