[1.0.0.56] - Improvement to mouse scrolling to prevent unintentional scrolling

When mouse scrolling is turned on, the top of the screen only scrolls when the mouse is under the top bar but not at the very top of the screen. This is likely by design, but it would be much better to have it the other way around - scroll only when at the extreme top edge of the screen and not when you mouse-over just under the top bar. This would prevent annoying unintentional scrolling when trying to access the World Tracker buttons, the Diplomacy screens for other civilizations, or the World Rankings, City-States, Espionage, and Trade Route Overview buttons.

Only triggering at the extreme top edge of the screen (ie. the top-most row of pixels, or perhaps the two top-most rows of pixels) as opposed to under or on the top bar itself is important because you would still be able to access the View Reports button and be able to mouse-over your various incomes without triggering unintentional scrolling. As it is, these top rows are un-used anyway - it is possible to point the mouse above the View Reports or income bubbles without highlighting them (this may of course be based on the screen resolution being used).

A small improvement, but would certainly enhance the quality of life of mouse-based players.
 
Would love this. It feels really weird when scrolling up to not put the mouse on the edge of the screen, and indeed it's also impossible to click any of the top buttons (or really the buttons right below it, like city-states, government, etc) without scrolling up a bit.
 
This has been something that has been complained about since the game came out. I thought it was just an oversight with the UI rather than being an intentional annoyance - but it has been quite some time since civ 6 came out and a couple of patches, but this is still left unresolved. I've actually turned auto scrolling off because of this (the lack of auto scrolling is a lesser inconvenience compared to leaving this 'feature' on). There is a fairly simple hack that fixes this, but really, we shouldn't have to do things like this...
