[1.0.0.56] REQUIREMENT_PLAYER_HAS_RESOURCE_OWNED not always working

Not sure if this is intended behavior or not, but REQUIREMENT_PLAYER_HAS_RESOURCE_OWNED isn't working for any resources you import via trade, only for those your empire generates.
But shouldn't the same rule apply as it does for unit production resource requirements, where imported resources are just as good as those you mine yourself?

In case it is intended behavior, can we please get one that covers both, resources in your empire and imported ones (e.g. REQUIREMENT_PLAYER_HAS_RESOURCE_AVAILABLE)?
