[1.0.1-3] Infinite culture bug/exploit (can happen without you knowing!) from changing social policy cards

I ran into a pretty game breaking bug that shot up my culture to 1,000 per turn halfway through the exploration age. There is no way to undo it and my game stopped being fun so I quit and am coming here to post so the devs hopefully take note and fix it asap.

I had slotted the Renaissance card that give +2 from great works (relics). When I got a new relic I noticed my culture went down so I got paranoid and next time reslotted the policy card to see if the numbers changed. It did and my culture went up, great. Problem solved. Or so I thought..

Next time I discovered a civic I played around with the policy cards again, swapping some in/out. Then I realized that every time I swap in the Renaissance card, my culture goes up, but when I swap it out, it doesn't go down! This made me think of all the turns prior where I did that so I basically cheated to extra culture w/o knowing.

So to test it I reslotted it 4-5 times, and my culture snowballed into 1,000!

This could be the tip of the iceberg - who knows what policy cards being slotted in/out are still retaining their effects??

I have close to 200 hours in the game love it but with bugs like this it's hard to play around them, spoils it...
