I KNOW dams are "One Per River," that is not the bug (just want to make that clear). If a city has 2 dams on different rivers (possible, if you settle a city where 2 different rivers link up), that city can still build only one hydro electric dam.

Not a bug. Intended by the developers.

Why? No where does hydroelectric dams say it is one per city, like say Food Markets/Shopping Malls.
