[NFP] [1.0.1.501] Encampments containing units cannot be ranged-striked by cities (Not a Bug)

This was already reported by someone else for the Nintendo Switch version here...

...but it happens in the PC version as well:

I cannot bombard the encampment belonging to Ulm with the city strike of Köln.

To reproduce with the attached save:

Load it, "pick" Kölns city strike up and try to strike the German Encampment belonging to Ulm.

I can confirm this bug.

This is actually not a bug! City Centers and Encampments cannot attack other City Centers and Encampments. Only units can. Thank you for the report, though!
