[1.0.1 Patch 3] Allied Units Prevent Treasure Fleet Spawns

If allied units are on a Fishing Quay that is about to spawn a Treasure Fleet, the fleet does not spawn. Kicking the units out by breaking the alliance causes the fleet to spawn. This happens in Guangzhou in the attached saves.
