Not sure if this is intended behaviour, but it doesn't seem like it. If you picked a free Great Work as benefit for suzerainty and another civ later picks the same benefit, the Great Work you obtained will be unslotted.
In theory, you don't lose anything, but I only noticed this while keeping track of the legacy path and realising that it had decreased. It might be easy to miss and have repercussions on your game when you do.
Save file attached. On the next turn, one of my codices becomes unslotted due to the AI picking the same benefit.
