[1.0.1 Patch 3] Gold Purchase Price for Partially Constructed is not applied

Steps to reproduce:

1. Start producing something that takes say 5 turns
2. When it gets to one turn left, cancel the construction
3. Switch over to Purchase mode, you'll see purchase value for the building is reduced to like 32 gold to represent discounted price since production has been invested
4. Take note of your current gold balance
5. Purchase the building
6. Review your gold balance and you'll find it has dropped by the full purchase amount, not the advertised amount
7. If you did not have enough gold to purchange, your gold will go to negative balance as required

If it isn't the intended behavior, then it shouldn't show a discounted Gold cost. Either way, there's a bug here.
