There used to be a bug which caused units to retain the Great General bonus if they promoted while in range of a Great General. I believe it might still be applying to the Nihang somehow.
I've tested it, and the issue is not happening with any other of my units:
At first I thought the bonus was coming from the opponent's Great General, but that's not the case.
I've only just noticed this. I'll see if I can replicate the issue in my playthrough and post again whenever that happens.
