[NFP] [1.0.11.16] Suzerainty doesn't grant vision when at war with former suzerain

I've been told by some people that this bug has been around for more than a year but I didn't see anyone who reported this.

When you are at war with a civ and send envoys to gain suzerainty of a CS of theirs, sometimes you don't get the vision. You don't get the vision even if you send more envoys. But you gain the vision if you levy.

It's reproducible in most of my games.

I have a PYDT (https://www.playyourdamnturn.com/) game where I obtained suzerainty but had no vision. I can share you the save later when I take the turn.

Now I have a save, can I privately send it to you? It's an on-going PvP so I don't want to do it publicly.

I mean you can if you want, but it kind of defeats one of the primary purposes of the Bug Reports forum - providing data to FXS. It also doesn't hurt to have multiple forum members take a peak to see if they can figure out if there's something buggy going on. However, if you feel uncomfortable posting it publicly because it's an ongoing game, there's always the option of directly submitting it to 2K here. That, actually, would be the best possible avenue for bringing it to the devs' attention.

I had this issue happen twice in my current game. I'll see if I cant get a screenshot for one of the remaining city-states.

Here. Levying the units revealed the surrounding terrain, but once I move them city remains in fog of war. On both occasions (other city-state is no longer on the list) I gained suzerainty while at war with their previous suzerain.
