The Zombies literally spawn on top of each other - in stacks!

Those stacked units are immovable (cos there's nowhere to go).

Several users including @Nerevatar have identified the cause of the infinite zombie spawn: when Zombies kill Zombies. (They immediately spawn another Zombie).

So don't kill Zombies with other Zombies then.
    No more problem.
Admittedly, I have yet to try this game mode.....

Erm...did you even look at the screenshot?
Barb zombies attack your zombies and die. Then a zombie spawns.

I think you should play Zombie Defense before commenting.

Update: post Apr 2021 patch it seems like Zombies have got rebalanced.

I'm playing Zombies+Maya+Snowflake again on my Switch but that only gets played when I'm on the go.
AFAIK Zombies will still target and attack your cap as before but they seem to focus less on non-cap cities now allowing civs to expand.

EDIT: I have not experienced Infinite Zombie Spawn since Apr 2021 update. So it looks like this has been fixed...at the expense of being nerfed considerably more than the patch notes suggest:

Updating this bug report to be more specific (and with suggested workarounds). The problem is zombies spawning in stacks. They will also spawn on top of your units. See image. Zombie has spawned on a tile occupied by one of my own zombies.

    WORKAROUNDS:
    • Build railroads (and airports) to quickly move stacked zombies onto a free tile. (Having water nearby helps).
    • Use Logistics policy for +1 movement.
    • Play Vietnam and plant forest. (Generally a good idea playing Zombie Defense as Vietnam gets +2 movement on forest tiles in its territory).
    • You may be able to move zombies onto a tile with another zombie. IDK if this is another bug because Civ V/VI don't allow more than 1 unit per tile. It only happens in Zombie Defense mode.
    • Finally, if you can't move the stacked zombie, you can release control. (Stacked zombies fortunately, like the one in the screen grab, can't do damage to your units or cities).
In this game I managed to play until the future era. See save game from later on.
