[1.0.12.28] Lysefjord Not Placed From Natural Wonder Selector

The wonder Lysefjord is never placed on maps when it is selected in the Natural Wonders selection list at game config.

Attached are two almost identical configurations that replaces Lysefjord with Piopiotahi. They both have the same placement parameters, from the XML. So why isn't Lysefjord being placed?
(You will have to use @sukritact's Civ Selection mod to NOT reroll the map seed).

Oh. It maybe because configs aren't allowed as attachments.

Still its easy to reproduce.

Setup a game on dual or tiny size.

Select 2 or 3 wonders including Piopiotahi.

On "reveal all" if Piopiotahi has been placed, then recreate game (NO reroll) with Lysefjord instead of Piopiotahi).

I'm not sure if it is unrelated to this bug but there has been some change to the Natural Wonder generator that is causing a crash (on map generation) for some aquatic wonder.
At first I thought there was a bug with my scrambled map scripts b'cos I first noticed this when updating Scrambled South Pacific. But if I setup the game/map without aquatic wonders there is no error and the map will generate.

Just posting observation.

I think I'm close to identifying which wonder it is that is causing problems.
