I brought Sumeria from the dead and cannot trade with them. It does not appears on the Rainbow, and at the World Congress they have a question mark. And I cannot open the trade screen with them. However I can declare war if I try to move a unit into their territory.... Sumeria died before I could even meet them. Kongo's Vampire wasn't booted out their territory. After I noticed the problem, I played one more turn to see if it would resolve itself.
I play on Mac.
Open the 1230 AD file, take Uruk and liberate it. I tried to restart the game and then reload the 1250 AD save but the problem continues.
Edit: Later, when I moved a new unit near the border, I met the civ.
