Title. I don't think this should be possible, as it in fact nullifies his historical "Scourge of Rome" agenda. It is also inconsistent with other leaders like Cleopatra, who have a similar military-focussed historical agenda and where "Paranoid" is disabled according to the Civ6 wiki:
