[1.0.5.11] Loire Valley achievement didn't trigger

I put the five chateaux in the city with not one, but two wine resources with plantations built on them. I was using Catherine de Medici (Magnificence) on a true start Europe map, with Secret Societies enabled.

I am guessing something in the new features I used messed up the trigger.
