I don't think this is intended, as the text clearly states that you have to kill a unit. And even if a city is technically considered as a unit here it is a bit weird that an attack which is set on purpose to give you 0 EXP is allowed to trigger an inspiration on the other hand...
To reproduce with the attached save:
Attack zero-health Nicomedia with the Dromon like the yellow arrow in the 1st screenshot indicates and see that you trigger the Inspiration for Naval Tradition this way.
