[2] Favor is 999+999.

What's the Debug Mod for Modders?

It's a dummy MOD and was disabled before.
After I reinstalled CIV6 yesterday, this was enabled automatically and I found it just a minute ago.
Sorry for my mistake.
I'll delete all my post on this patch.
