[NFP] [1.0.7.9] Cannot build T1 Government Plaza buildings (Not a Bug)

I'm playing Heroes & Legends and Secret Societies Mode, as Ethiopia.

I was able to build a Government Plaza several turns ago (which I accelerated as Hercules). However there are no options to build a T1 building in the Plaza.

Edit: Problem fixed. Not a bug, just user error.

Well, I'm an idiot...I discovered PP but didn't realize I didn't pick a government. Nevermind, this is not a bug, lol.
