[NFP] (1.0.9.9) AI gained great prophet despite no points/stonehenge and world congress forbidding it

In my game the United States of America gained a great prophet on turn 274 (activated 275) despite world congress prohibiting great prophet points.
The great people screen shows that nobody is getting great prophet points, as should according the world congress proposal.
Stronehenge has not been built by the US (Mapuche Empire did).

To the best of my knowledge there is no other way to gain a great prophet, so a bug is highly suspected.

I have uploaded a game save file of turn 270. Please continue to turn 274 (US gains great prophet) and turn 275 (US founds religion).

Note: I have turned Diplomatic Victory off in this game play (as it was too easy in my opinion) but I don't think that would have an effect on world congress proposals. It still asks me to vote on proposals.

Can you buy Great Prophets?

All great people can be recruited with either faith or gold. The World Congress prevents you from earning points but you can still recruit great people by using faith and gold.
 
Thank you for your responses. I totally forgot that you can buy it with gold/faith (as it's usually so expensive without any points!)

The great person overview says he has 0 great prophet points. On turn 273 he has 1456 faith. On turn 274 45 left, so that must be it.
Seems like a very cheap buy for him but I am playing on emperor.
