(1.0.9.9) Panama Canal through national park

The park was there first, suddenly the game let me plop down the panama canal, and one of the auto-generated canal extensions went through the national park. I didn't know this was allowed (I suspect it's a glitch or unintended behavior) I'm not even sure this is actually a bug, but still entertaining.

I've got some mods on but nothing that I think would effect this

It's probably because the tile you select isn't the tile in the National Park, but that is def an oversight of that wonder's interaction with other improvements.

A canal in a national park seems wrong.
