[1.1.0] Mexican Revolucionario Bug

In my last game the Mexican Revolucionario that provides an Army Commander with instant healing (I forget the name of the great person) bugged out my commander such that any unit that entered his radius was instantly healed, but any that left was instantly injured to near death (-99% HP). This doesn't seem like the intended behavior of the unit, so I think it's a bug and would warn anyone playing Mexico not to use that great person until this is fixed.
