Two things. I built an arsenal and wasn't given the option to build artillery. And my criminals/indentured servants can't be educated in the university. Just wondering if these things are WAD.
Criminals/indentured servants cannot be educated. They need to gain their freedom first. Once they've gained their freedom they turn into free colonists and can be educated.
