Any thoughts on what's the best course of action for the German UHV, 1700AD start (Monarch/Epic if that matters)? My initial thoughts are to capture Amsterdam ASAP to help with the economy, but after that I'm not sure where I should focus next. Maybe Russia's eastern Europe, since it's a vast area required to control? Or England, to knock out a tech competitor early?
 
Amsterdam is not even part of your UHV.
I would go for Austria first to get to Rome and the shrine there.
 
After dealing with Austria and Italy you could take out France early as a tech competitoner and for all those nationalism towns and GP Points of Paris. Don't let England get ahead.
I'm using my GPs for bulbing and settling them mostly only after Neuschwanstein is built in Berlin, but be aware of assasination attempts by foreign Spies.

I'm aware Amsterdam is not part of the UHV but it's such easy pickings, and in the 1700AD start it is a quite juicy city to have. Do you think it is still better to ignore it?

Yes on Paragon, vassalage Netherlands to control their research and use them for Espionage until you are tech leader.
And like others mentioned take our the European tech powers in France and England early on.
