Proposal Details
Currently the Arsenal does too much for a building with both the range and indirect fire bonuses. This proposal separates them between the Arsenal and a new building, the Fortress, while making other smaller tweaks to smooth out the progression.

Old Arsenal (Rifling)
Cost: 1000
HP: +175
CS: +20
Grants Indirect Fire and +1 Range
+15% Military Supply
-5% Empire Needs
+10 Garrison Healing

Old Military Base (Rocketry)
Cost: 2500
HP: +200
CS: +20
+25% Military Supply
-10% Empire Needs
+20 Garrison Healing
+25% Airplane Production
+25% Spy Protection
+15 damage to airplanes conducting airstrikes on city
-1 Distress

Fortress on Navigation.
Cost: 600
HP: +150
CS: +10
Grants Indirect Fire
+10% Military Supply
-5% Empire Needs

Arsenal on Combustion
Cost: 1800
HP: +175
CS: +12
Grants +1 Range
+10% Military Supply
-5% Empire Needs

Military Base on Rocketry

(Defense line totals: Cost: +1400, CS: +2, HP: +150)

Other tweaks:
Minefield: 10 CS (-10), 300 HP (+100), moved back to Ballistics
Ironclad: Remove +33% attack vs cities promotion

Palace: 4 CS (+1)
Guardhouse: 2 CS (-1), +20% Supply cap from Population
Throne Room: No Supply (-4)
Mission 2 CS (-1)
Order and Acropolis unchanged (3 CS)
 
The arsenal building comes at the hardest time to build buildings, and it's the cost of 3-4 units, so I think the pricing is fair.
 
Not sure we need to add even more HP to cities.

I don't necessarily disagree tbh, but the proposal actually comes from a detailed discord discussion by people much more knowledgeable about balance than me. Mind that the additional HP comes with a very significant production cost, and city HP and defense will increase much more smoothly. No sweetspot to hit a city before the arsenal or get rekt.

Yeah I should've added the Ostrog, I imagined it'd replace Fortress now. @pineappledan what do you think?
 
Yes, having the Ostrog replace the Fortress will keep it at the same tech/cost/maintenance it is now. It's a smaller change than having it stay as an Arsenal replacement.
