1 HP Heroes are wrong

Did they resolve that issue in vanilla where attacking a city tile that had 0 HP with a melee unit was an automatic city capture, regardless of the strength of the unit defending the city tile?

This issue was one reason why it made no sense to upgrade Horseman units into Knights...I gain combat strength, but I lose a movement point? I'd rather have the extra movement point, thanks.

This is still possible in G&K. I've taken 0 HP cities with warriors with less than 10 HP.
