You need to use windows visual studio to edit that, and then compile a new dll. That said I don't see why you need to make changes in the dll in the first place

I found the aztec and incas just equal over expansion in the americas from my 1400 compilation of the 1500 AD mod one post down from us. perhaps it's best not for them included?
