100k culture victory, what to do if someone else has 50k plus?

I reached 100k culture a bit too late, and one (possibly two civs) have reached at least 50k. Besides completely eradicating them, is there any way to lower the culture of their civ, or to pump out culture at a rate to where I would be doubled them again? Do you only have one chance to win when you cross the 100k threshhold?

"Doubling them again" would be a near impossibility... but you can 'clip their wings' a bit. Once a city with cultural improvements falls, the culture to that point remains, but the city quits "accumulating" culture for the other civ. More importantly, even if they get it back, the cultural improvements are gone, and any "ancient" cultural improvements no longer get the ancient cultural bonus - even if the improvements are rebuilt.

If you're going for a cultural win, and you're behind in culture, time to go on the warpath.
