It seems the railroad trade icon, added to last versions of VEM, is not displayed if the city is producing research or wealth. Furthermore, the railroad connection production modifier (+25%) is not being applied in these cases. I don't know if this behaviour is in vanilla or not (maybe a bug in vanilla?).

This is a vanilla bug, apparently. The trade icon and tooltip both depend on a vanilla game core function. The trade icon just makes it more visible now.
